During Thomas Jefferson’s presidency, it was his goal to limit the powers of the federal government. The first foreign episode involved Jefferson’s war with the Barbary pirates. When the Barbary States increased their demand for money, he refused to pay. He ordered an embargo, which banned all British and French ships from U.S. ports. The war ended with agreements that involved one last payment of tribute, at least to Tripoli.
